Le citoyen a reçu de l'administration une prestation, une confirmation ou une autorisation pour laquelle une taxe (appelée aujourd'hui rémunération) était due. Il a payé la taxe, le timbre-taxe a été collé et tamponné directement sur le document. Ainsi, le timbre fiscal collé et tamponné servait en quelque sorte de quittance pour le paiement de la taxe et rendait le document valable.

Somit diente die aufgeklebte und abgestempelte Gebührenmarke quasi als Quittung dafür, dass er die Gebühr bezahlt hatte und machte das Dokument erst gültig.
