il semblerait que l'impression R. F. avec les points, correspond aux timbres de la Libération, surchargés à Lyon pour les départements de la région Rhône-Alpes (Ain, Ardèche, Drôme, Isère, Loire, Savoie et Haute-Savoie). Sauf a une impression, liée au bombage du timbre sur la photo, il a probablement été surchargé en deux fois. Peut-être un essai ?
Le graphe lui, se rapproche des médaillons de Tasset sur papier timbré de 1936 utilisé en 1939.
On retrouve également ce graphe sur une émission F.F.I. Montreuil-Bellay. Petite précision, le 30c Mercure de 1938 à 1941 (République Française/Poste) était souvent utilisé comme communicant secret (photo jointe).

Except has an impression, related to the bulging of the stamp on the photo, it was probably overprinted in two times. Maybe a test?
The graph is close to the medallions of Tasset on stamped paper of 1936 used in 1939.
