Est-ce philatélique car il y a une oblitération "Passed by British Philatelic ASSO." ou est-ce que tous les timbres britanniques pouvaient être utilisés dans le Commonwealth ?

Handelt es sich um eine philatelistische Marke mit dem Stempel "Passed by British Philatelic ASSO." oder konnen alle britischen Briefmarken im Commonwealth verwendet werden?
Registered letter from London to Santiago de Chile. The departure postmark is not legible, but the arrival postmark is of February 26th, 1951. There is one thing I don't understand. Why a stamp of a British post office in Morocco that was well added at the departure of the letter? Is it philatelic because there is a cancellation "Passed by British Philatelic ASSO." or could all British stamps be used in the Commonwealth?
